So it looks like cigarette stamps are next up.

State-funded study: Cigarette tax hurts New York’s poor most

09/22/2012
By Jessica Stanton

A study conducted on behalf of the New York State Department of Health has revealed that cigarette taxes hurt the poorest New Yorkers the most.

Low-income smokers, defined as individuals in households making less than $30,000 a year, spent an average of 23.6 percent of the annual household income on cigarettes.

That number is up from 11.6 percent in 2003-2004 and in spite of increasing cigarette taxes imposed by the state and city governments.

By comparison, smokers in households making over $60,000 a year, spent an average of 2.2 percent of their household income on cigarettes.

At $4.35 per pack of 20, New York has the highest state cigarette tax in the country. But the tax on a pack can cost up to $6.46 in the state, when combined with the $0.61 state sales tax and additional city excise tax. New York City, for instance, tacks on $1.50 per pack.

The prevalence of smoking is directly correlated with income level, the study found. 24.3 percent of low-income New Yorkers smoke some days or most days.

The study shows no decline in smoking among low-income smokers, despite tax increases since 2003, meaning that the poor bear a disproportionate tax burden.

“This is such a shockingly high proportionate of their income,” said Dr. Matthew Farrelly, the study’s author, in a phone interview with The Daily Caller. “And yet at the same time, New York has cut funding for tobacco control programs by half.”

Farrelly firmly believes that tobacco control programs are effective in helping smokers quit, and he reiterated the study’s conclusion that more revenue from excise taxes should be used to fund these programs.

Read more: http://dailycaller.com/2012/09/22/state-funded-study-cigarette-tax-hurts-new-yorks-poor-most/#ixzz27DtVaWAhlung cancer for dummiesnoreply@blogger.comtag:blogger.com,1999:blog-23428832.post-39158158575408028042012-09-22T13:32:01.957-04:002012-09-22T13:32:01.957-04:00I can't believe that for about 15 minutes afte...I can't believe that for about 15 minutes after Obama was elected I was convinced that we'd transformed into "Post-racial America."

P.T. Rock should do a little research before misstating facts regarding the assertion that President Obama is the only president whose status as a natural born American has been questioned and that the only reason for questioning his birth certificate is that he's Black. Rock is wrong about two things regarding this controversy and Obama. First point, Obama is not Black, he's bi-racial. Second point: If Rock had bothered to do a little investigation he would have discovered that President Chester Arthur, the 21st President, was accused of not being a natural born American as his father was from Ireland. When that couldn't be proved, the critics claimed he was actually born in Canada. I guess they chose Canada because the Arthur family lived for a while in Vermont. For those of you geographically challenged FN readers, Vermont is very close to Canada.
Rock is like a lot of liberal Hollywood types on politics. The abstract from the study states:

It has long been known that despite well-documented improvements in longevity for most Americans, alarming disparities persist among racial groups and between the well-educated and those with less education.

In this article we update estimates of the impact of race and education on past and present life expectancy, examine trends in disparities from 1990 through 2008, and place observed disparities in the context of a rapidly aging society that is emerging at a time of optimism about the next revolution in longevity.

We found that in 2008 US adult men and women with fewer than twelve years of education had life expectancies not much better than those of all adults in the 1950s and 1960s.

When race and education are combined, the disparity is even more striking.

In 2008 white US men and women with 16 years or more of schooling had life expectancies far greater than black Americans with fewer than 12 years of education—14.2 years more for white men than black men, and 10.3 years more for white women than black women.

These gaps have widened over time and have led to at least two “Americas,” if not multiple others, in terms of life expectancy, demarcated by level of education and racial-group membership.

The message for policy makers is clear: implement educational enhancements at young, middle, and older ages for people of all races, to reduce the large gap in health and longevity that persists today.

The article willfully neglects the connection between low levels of education among blacks and the likelihood they'll end up murdered.

Murder in the US peaked in 1990, the year this goofy study claims as a starting point.

The number of killings has gone down dramatically since then, enough to have a statistically significant on black life-span calculations.

More blacks are alive to live till a normal age, thereby lifting the average, rather than getting shot to death at 20, thereby lowering the average life span.

White women?
