We also pay law enforcement officers to behave like 'human beings', and to treat low level offenders with some dignity. Now, 'a man that shoots 20+ people, or even one that was just minding their own business, his a$$ should be 'taken down' with force. Not the case anymore, not since 'the cry baby in the White House' said it's ok to kill and disrespect any persons that don't look like 'white trash rats from the gutters of Germany, Britain or caves. Parading him across town makes it look like your goal is to publicly shame him, and it brings up all sorts of squirmy feelings in observers as it reminds them of episodes of men being led off to Jim Crow lynchings.

Not gonna happen. The US government is unlikely to recognize the jurisdiction of Mexico over events on US soil. Any legal judgments, against either themselves or the terrorist, will be unenforceable.
