There have been numerous studies conducted which suggest, on their face, that there is an intelligence difference. But because of the obviously polarizing and bitter subject matter, these studies are poison. So as soon as they're questioned--which they all are--the research pretty much stops. Nobody wants to fund it; nobody really wants to know whether it's true or not. It's one of those things that will remain polarizing, with some people saying it is, and other people saying the mere suggestion of it is bigoted.
Then there are other factors that the social scientists attempt to force into the equation, like environmental factors and this strange, practically meaningless word: "Disenfranchisement."

Now, it's up to the individual to review these studies; this is just a bunch of studied enumerated and slightly explained. Of course, like I said, it's up to the individual to go through and see what's what with said study(ies).
