In Boston, the vacancy rate has dropped below 5% making it one of the nation's tightest rental markets. It would seem that the current historically low mortgage interest rates and the continued downward pressure on housing prices would help buoy homeownership rates and fuel more demand from home buyers in the current market. My own observation on these points, as a practicing real estate attorney, is that the spring market is busy with buyers taking advantage of these low rates and real estate prices, however, there continues to be a very large number of homeowners saddled with mortgage balances exceeding their homes' values.
Additionally, those homeowners who lost their home via foreclosure, or sold via short sale, over the last four years are still unable to qualify for mortgage financing and are currently unable to buy back into the market. Continued price stagnation or decreases in home values will only serve to increase the number of homeowners who are forced into foreclosure or short sale scenarios in the coming months and years. These scenarios will continue to remove buyers from the market and will only increase the numbers of potential renters, thereby adding to rental demand and rental rates.

In the end, what you seem to be getting at is the return of the black community as an "invisible" facet of American society -- good enough to perform the menial labor tasks required to keep the nation going, but not good enough to afford equal treatment, economically or socially.
