Common sense would dictate that this is a ridiculous waste of money. The only reason these prisoners were ever held at Gitmo was so that Dick Cheney could pretend that US laws did not apply to the detainees, and therefore they had no human rights whatsoever and could be tortured or detained forever without trial, if they were held outside the US proper.
That legal fiction has largely been destroyed by federal courts because it was always unconstitutional nonsense.
So why haven’t they been transferred to normal prisons on US soil (or released, if they can’t be successfully prosecuted) in order to save a ton of money. Because of idiot voters, that’s why. Inevitably, there will be scaredy-cat voters, who will say, “But, but, but … these bad guys will somehow commit acts of terrorism from their supermax prison cells!!!!! How will we stay safe???? Think of the children!!!!”

For the right, the only explanation for why bad things happen is that someone other than a straight, white male was put in charge, and if they’re not straight, white, and male, they must be stupid and/or lazy.
Californian here. The same two wet winters in a row that filled our reservoirs back to capacity after years of drought also brought more vegetation to the state than has been seen in decades.
A very dry season so far this year has dried said vegetation to a critical fuel-crisp, and the Santa Ana winds that blow from the East are very warm and dry, further drying the standing kindling, I mean vegetation.
Now, the climate change driven swings between drought and deluge (we had ten feet of snow here twice last winter and three times the winter before) has knock-on effects like the above mentioned vegetation cycle that just didn't happen all that long ago, like when my dad worked for the US Forest Service in the sixties and seventies.
Whenever the wind blows from the East, there is critical fire danger here, which has been true for ages, but the length and severity of the wind events have worsened in recent years.
We had the "Mono Wind Event" here a couple of years ago and aside from the trees blown down and structure damage, PG&E turned off the power for six days to avoid sparking a wildfire that nobody could put out.
Having fought on a few forest fires when I was young, I can say that nobody or nothing is gonna stop a fire driven by 50 mph dry, warm winds.
Now, fires in the wildland/urban interface are a whole other kettle of fish, and most of LA qualifies as that.
The scenes from the fires in LA remind me of what the Oakland Hills Fire looked like. Same devastation, same problems of access and evacuation, same winds from the East, just not as long or severe.
Now the people with incinerated homes are going to have to fight with their insurance companies to get them rebuilt.
I suggest that Rob Bonta file suit against the fossil fuel companies to make them pay for anything the insurance companies successfully weasel out of.
As for the lack of water in the fire hydrants, that's an infrastructure problem, not a water problem. The hydrants went dry during the Hills Fire, also. You just can't demand that much water all at once through pipes designed and stocked to counter occasional structure fires. And the replenishment pumps run on electricity that may or may not be available in a major disaster.
We should probably start addressing these infrastructure issues as soon as we get control of congress again, because it's gonna get a lot worse before it gets any better.

Apologies, Doug. Having read of water reservoirs being empty, I assumed this was because of them having not been full to begin with, due to drought, rather than being undersized for today’s firefighting needs.

Speaking of climate change and no-longer-adequate infrastructure, that same issue is connected to Trump’s recent insane rants about the US seizing the Panama Canal.
Trump is mad because someone told him that traffic through the canal has been reduced of late, and this will negatively affect US trade. But the reason traffic has been reduced is that the canal’s locks have to be pumped full of fresh water every time a ship goes through, and climate change is shrinking Panama’s supply of fresh water.
The solution may be to upgrade the infrastructure of the Panama Canal to use sea water, since there’s an unlimited supply of that.
