Steve, I always thought that was annoying. All my life I have seen written documents that labeled and lumped all black people (even in the Carib and Euro) as "African Americans", how ignorant. And the flip of it, I've seen people label all blacks from the Caribbean as "immigrants" in the US, while particularly in the USVI and P. Rico people are born as American citizens such as myself. This is why I prefer to just consider myself as a "Black" female (I have no issues with the word Black or associating with black people), not even "American" nor "Caribbean" (except for when I want to make a cultural distinction from the mainland US) because there are people from all ethnicities being born on Carib Islands too. I have family and friends from the D. Republic. and P. Rico. who swear they aren't even black because they speak spanish, that pathology annoys me.

Yes indeed it is Orwellian because the program is a cynical one. The program was not motivated by the desire to aide pre-schoolers but profiteers. Check out how all this testing came to be standardized in most states. Bush actually helped one of his relatives who in Florida actually produced the test that kids are required to take at a few stages and before they can graduate.
George Bush and trying to aide children just don't go together and it definitely doesn't mix well with black and poor kids.
Please educators chime in here. The tests actually have become counterproductive the children are exposed to less education not more. This test streamlined education and discourages critical thinking and discourages creativity even in teaching. In most states folks are just teaching to the test.
And it hurt lots of kids who are not good test takers. Bottom line if you look at the stats it didn't really aide schools it actually undermined them, providing an inexact measuring tool which allows the privatizers to say, 'see the public schools are failing. Give us the money and we can do better.
Some of the charters indeed are better but stats show that the majority are no better than the struggling public schools.

In the following years I watched, with utter and complete embarrassment, as scandal after scandal rocked my city. How many cities can boast (or would want to) that their city council hearing was on The Smoking Gun's World's Dumbest... because a member couldn't shut her damn mouth and ended up getting scolded (SCOLDED!) by a 14 year old for not providing a proper model for her to follow as a young woman?
The difference between me and you, CF, is that I have hope for my city. I know what's going on there. I know what the people are really doing. I see the people's fight to keep my beloved home alive and to move it past everything that has happened in this last decade. I know what the newpapers, the talking heads, the pundits, and the politicians don't.
Detroit is just as much a victim of the failing state economy as it is the victim of the fall of the auto industry and it's own political issues. I don't agree with everything Robert Bobb is doing, but it's better than what everyone else was doing, which is to say, jack shit. I could careless what happens to the BoE in Detroit. In my opinion, all of them need to be ousted, investigated and prosecuted for their corruption and embezzlement.
